While the early communications focused on a mission stated similarly to OpenAI's, ensuring that AI benefits all of humanity, and the purpose that was communicated to early employees and philantropic investors was to stay at the frontier to have access to the frontier models to be able to do safety research on them, the actual mission stated in Anthropic's certificate of incorporation has always been to develop advanced AI (to benefit humanity): not ensure that transformative AI is beneficial but to develop advanced AI itself. Anthropic's Certificate of Incorporation also doesn't contain provisions such as OpenAI Charter's merge and assist clause.
